Herb started his career in public accounting at the international CPA firm Harris, Kerr Forster where he worked for 2 years. After this, he got a job as a Revenue Agent with the IRS in the small business division where he primarily audited “C” and “S” corporations and Schedule-C’s. He also acted as an acting
group manager.
After 6 years, he became an Appeal Officer based on recommendation. He handled several cases which include individual income taxes, “C” and “S” corporations tax issues, claims for refunds, whether the trust fund recovery penalty applied to various individuals, unreasonable compensation from a corporation, whether the sale of an asset should be classified as a capital gain versus ordinary income, etc.
After 18 years of service with the Appeals, he moved to the Large Case Division of the IRS which got him involved in examining financial records of large corporations and various proposed tax issues. His biggest case exceeded $20 billion in sales!
Herb was a lay member of the Fee Arbitration Committee of the Broward County Bar Association. He also worked Offers in Compromise, Doubts as to Liability and Collectibility and cases scheduled for trial before the United States Tax Court
His area of expertise includes examinations of individuals, corporations, appeals, and negotiating with the IRS.
During his active years with the IRS, Herb worked with a lot of taxpayers and their CPAs and Attorneys in scheduling and performing tax examinations. He also got a lot of commendations from taxpayers and their CPAs on cases he resolved. He even resolved cases with Mike Sullivan and Steve Jacob of IRS. Herb was also a consultant to the IRS Criminal Investigations Division.
Herbs lectured in various professional groups such as the Greater Fort Lauderdale Tax Council, the Florida Institute of CPAs, and many radio programs.
